On a released or changed record, save the exact status phrase and event date. Do not rewrite a transfer as community release. Likewise, do not turn a parole-eligibility date into an actual release date. A reported “released” event should be checked against WVDCR's underlying entry, especially when destination, supervision, or timing matters.

WVDCR states that VINE does not call while a person is being transported between facilities. Notice follows arrival. This protects movement information, but it also means a later alert can describe a transfer rather than a release into the community. The recipient should not assume the person was free during the gap.
Mason Written Release Notice Layer
West Virginia provides a distinct written-notice path beyond selecting “Get Notified.” The WVDCR VINE information directs a person seeking written release or parole-hearing notice to send requests separately to WVDCR and the West Virginia Parole Board. They are separate bodies with different records and duties. A written request sent to DCR automatically enrolls the requester in VINE.
This layer matters for Mason County because a regional-jail custody event and a later parole proceeding are not the same process.
